Homelessness --> Friendliness

As the homeless population increases within a city, more and more people start begging. And more and more people start ignoring or pretending not to hear the cries coming from the palms of the beggars. And that city gets a reputation for being unfriendly.

Isn't it likely that there is a direct inverse correlation between homelessness and friendliness in major cities?

It's why I can't live in a city. I really don't think it's good to give cash handouts to beggars. And yet, I always feel bad when I don't.
